F | 专家指出，这不仅是简单的参数调整，而是公积金使用逻辑的一次重要转变——从过去以贷款为主，转向“提取+贷款”并重，让长期沉淀在个人账户里的资金真正流动起来。　　上海中原地产有限公司分析师 卢文曦：公积金使用场景变得更丰富了，比如公积金可以用来买车位，之前没有这样的先例。原先使用公积金，如果从公积金的池子里把钱拿走，它没有余额，是不能够贷款的，贷和提只能二选一。现在是又提又贷，支持了大家的住房消费。　　专家解释，以前用公积金余额付新房首付，把账户里的钱全提空之后，能贷的公积金额度直接跟着变少。但是现在新规改了，哪怕把公积金里的钱提出来付首付，提走的这部分钱，照样能按余额倍数算进公积金贷款额度里，不会再因为提了首付就缩水。　　在住房信贷方面，外环外二套房商业贷款最低首付比例从20%降至15%，且宝山、嘉定全域纳入外环外标准。专家分析，这一差异化设计精准锚定了改善性需求群体，降低了“卖旧买新”过程中的资金门槛。与此同时，阶段性“以旧换新”购房补贴的设置则为置换家庭提供了真金白银的支持。　　上海市房地产科学研究院房地产经济研究所所长 江莉：贷款利率也进行了调整，在外环以外的区域，现在买二套房的话，基本贷款首付比例在15%，缓解降低了购房资金成本。购房贷款的补贴，如果同时满足，要把外环内的旧房卖掉，到外环外去买新房，最高可以享受8万块钱的叠加补贴，这样也是对购房家庭一个极大的资金支持。　　专家指出，“沪八条”并非孤立的政策补丁，而是一套精心设计的“组合拳”，在需求端、流通端和供给端同时发力，形成了一个逻辑闭环。公积金政策和信贷政策解决“钱从哪里来”的问题，“以旧换新”补贴打通“卖旧买新”的置换链条，而收购二手房用作保障性租赁住房，则为存量房源找到了稳定的出口。　　卢文曦：政府也会收储一些二手房作为保租房使用，实现购租并举。收入进来的二手房，有一大部分是在产业园周边，也能够实现职住平衡，对城市新青年或者人才有一定的吸引作用。　　对于新政的短期效应和长期影响，专家认为，2亿元补贴“用完即止”的设定会在短期内制造一定的紧迫感，加速部分犹豫中的家庭做出决策。而从中长期来看，此次政策是上海一系列稳楼市政策的延续和深化。
