二 | 何鹏林介绍，与车载形式充电器相对应的是外置充电器，形态可与电动自行车本体分离。目前，电动自行车销售时附赠的充电器以及消费者自行购买的充电器，绝大多数为外置形式。
三 | 外置充电器不在此次提出的“电动自行车用充电器不得设计、制造及使用车载形式”范围内。值得一提的是，市面上常见的、为了防止丢失而被消费者临时存放在车体内部（如储物箱中）的外置充电器不会被视为车载形式充电器。 此次征求意见稿中，标准的修改还包括增加了耐高温永久性标识等内容，旨在进一步提高电动自行车用充电器的安全性、可追溯性，推动电动自行车行业健康发展。
